The chronic underreporting of conflict-related sexual violence, due to stigma, insecurity, fear of reprisals, and lack of services, has been compounded by COVID-19 containment measures. Lockdowns, curfews, quarantines, fears of contracting or transmitting the virus, mobility restrictions, and limited access to services and safe spaces, as shelters closed and clinics were repurposed for the pandemic response, added a layer of complexity to existing structural, institutional and sociocultural barriers to reporting.

The pandemic has laid bare the intersecting inequalities that plague our societies, as compounded by conflict, displacement, and institutional fragility. The only solution for these overlapping ills is an injection of political resolve and resources equal to the scale of the challenge.

Building back better

Building back better in the wake of this pandemic requires an inclusive, intersectional, and gender-informed approach. Pandemic recovery demands a paradigm shift: to silence the guns amplify the voices of women, girls and all survivors move boldly towards gender equality and address the root causes of conflict invest in public welfare rather than the instruments of warfare, by reducing military expenditure and strengthening institutions and shift the security paradigm to foster human security and the resilience of individuals and communities to social, environmental and economic shocks.

Promoting a new social contract

A gender-responsive global recovery from COVID-19 should not aim for a return to the pre-pandemic status quo, but instead promote a new social contract in which no one in power is above the law, and no one rendered powerless is beneath the protection of the law, with the ultimate goal of achieving true equality and justice. It entails decisive action to mitigate risks and prevent sexual violence, and to ensure that no one is left behind in the response.

Responses must be comprehensive, multisectoral, age-appropriate and survivor-centered, including life-saving medical care, sexual and reproductive health services, psychosocial support, livelihood assistance, socioeconomic reintegration support, and access to justice. Service coverage must reach survivors in rural, remote and border areas, as well as in refugee and displacement settings (S/2021/312).


Opal Lee’s Juneteenth Vision Is Becoming Reality

The 94-year-old activist and lifelong Texan has campaigned to make June 19 a national holiday for years.

This article was published in 2020 and was updated on June 18 to reflect President Biden’s signing of a bill that made Juneteenth a federal holiday.

When Opal Lee was growing up in Texas, she would spend Juneteenth picnicking with her family, first in Marshall, where she was born, then in Sycamore Park in Fort Worth, near the home she moved into at age 10.

She and her family lived in a predominantly white neighborhood in Fort Worth. When Mrs. Lee was 12, a mob of 500 white supremacists set fire to her home and vandalized it. The structure was destroyed, and no arrests were made.

Experiencing that hate crime pushed Mrs. Lee into a life of teaching, activism and, eventually, campaigning. In 2016, at the age of 89, she decided to walk from her home in Fort Worth to Washington, D.C., in an effort to get Juneteenth named a national holiday. She traveled two and a half miles each day to symbolize the two and a half years that Black Texans waited between when Abraham Lincoln issued the Emancipation Proclamation, on Jan. 1, 1863, abolishing slavery, and the day that message arrived in Galveston, where Black people were still enslaved, on June 19, 1865.

As Mrs. Lee approached 93 last year, Fort Worth celebrated Juneteenth with multiple days of festivities, including a parade, a walk/run 5K, a breakfast of prayer, art exhibits, a gospel festival and the Miss Juneteenth Pageant.

This year, as Black Lives Matter protests continue across the country, many companies have decided to make Juneteenth a day off for employees. New York and Virginia have announced that they plan to make Juneteenth a paid holiday for state employees, and Mrs. Lee’s vision is closer than ever to its realization.

On June 17, 2020, The New York Times spoke to Mrs. Lee about what makes this year different and what she hopes will come of this moment. A year later, Mrs. Lee appeared at the White House to watch President Biden sign a bill that made June 19 a national holiday.

What is your first memory of celebrating Juneteenth?

It was in Marshall, Texas, where I was born. We’d go to the fairgrounds to celebrate. It was like going to Christmas or Thanksgiving, we had such a good time.

Some people still compare Independence Day to Juneteenth. How would you explain the type of freedom and community that comes from celebrating Juneteenth?

The difference between Juneteenth and the 4th of July? Woo, girl! The fact is none of us are free till we’re all free. Knowing that slaves didn’t get the word for two and a half years after the emancipation, can’t you imagine how those people felt? They’d been watching — that’s what they call Watch Night services — every New Year’s, thinking freedom was coming. And then to find out they were free, even two and a half years after everybody else.

So, the 4th of July? Slaves weren’t free. You know that, don’t you? And so we just celebrate the hell out of the 4th of July, so I suggest that if we’re going to do some celebrating of freedom, that we have our festival, our educational components, our music, from June the 19 — Juneteenth — to the 4th of July. Now that would be celebrating freedom.

How do you think the protests for Black lives that are happening around the country have shaped the way that people understand Juneteenth?

We have simply got to make people aware that none of us are free until we’re all free, and we aren’t free yet. There’s so many disparities. You know, we need some decent education and some decent jobs that pay money, and we need health care and all kinds of things and if people would just get together and address these disparities, we’d be well on our way to being the greatest country in the world.

Right now lots of companies are making Juneteenth an official holiday. How does it feel to see your vision coming to fruition?

Ooh girl, I could do a holy dance. I’m so happy to see things coming to fruition and the fact that we are almost there making it a holiday. We started out talking about 100,000 signatures and now we’re saying let’s take a million signatures to Congress to let them know that it’s not just one little old lady in tennis shoes.

I hope they understand that we’re talking about a holiday like Presidents’ Day or Flag Day. We’re not talking about a paid holiday. However, I’m delighted to have the big companies give their employees the day off with pay.

What changes do you hope to see in our country beyond having Juneteenth recognized on a national level?

If we would unify, if we would get together and do something about homelessness, and do something about people having decent housing, and decent food, and they would have not only a place to stay but a decent education.

If we could just love one another, you know? If you could get past the color of my skin and love me like you do that boy next door to you.


What Happened in Ferguson?

Michael Brown, an unarmed black teenager, was shot and killed on Aug. 9, 2014, by Darren Wilson, a white police officer, in Ferguson, Mo., a suburb of St. Louis. The shooting prompted protests that roiled the area for weeks. On Nov. 24, the St. Louis County prosecutor announced that a grand jury decided not to indict Mr. Wilson. The announcement set off another wave of protests. Report: School Crime and Violence Rise

The number of teachers who say they've been physically attacked by students is the highest yet.

Parents worried about their children's safety while at school might not just be over-protective. While the number of school-related deaths are starting to decrease, incidents of theft and violence – including student violence against teachers – are on the rise in America's schools, according to a federal report released Tuesday. And schools are beefing up security, including video cameras and armed security guards, as a result.

The National Center for Education Statistics released its annual "Indicators of School Crime and Safety" report, finding that during the 2010-11 school year – the most recent data available – there were 31 violent deaths – such as homicides and suicides involving students, staff members and others – on school campuses. That's a decrease from a nearly 20-year high of 63 during the 2006-07 school year. But nonfatal incidents at school – such as theft and assault – appear to be on the rise, after several years of steady decline. In 2012, students between the ages of 12 and 18 experienced more than 1.3 million nonfatal victimizations, according to the report.

"Our nation’s schools should be safe havens for teaching and learning free of crime and violence," the report says. "Any instance of crime or violence at school not only affects the individuals involved but also may disrupt the educational process and affect bystanders, the school itself, and the surrounding community."

Although no official government data on school-associated violent deaths is yet available after the 2010-11 school year, media reports shed light on preliminary estimates for recent years. During the mass shooting incident that took place at Sandy Hook Elementary School in December 2012, 20 children and six adults were killed. In the year since that incident, there were 17 other school-associated violent deaths, the report found.

Overall, more students experienced incidents of theft and violence at school than away from school. The crime rate works out to about 52 incidents per 1,000 students at school, compared with 35 incidents per 1,000 students in 2010. The rates of victimization in 2012 were also greater for males than females, as well as in urban or suburban areas than rural areas.

But students aren't the only ones experiencing violence in schools. During the 2011-12 school year, more teachers reported being threatened with injury or said they were physically attacked by a student during the previous 12 months. Overall, 9 percent of teachers said they were threatened with injury – lower than the 12 percent who responded similarly in 1993-94, but higher than the 7 percent who said so in 2003-04 and 2007-08. And the 5 percent of teachers who said they had been physically attacked by a student was higher than in any previous survey year, the report found.

Today, more schools are controlling access to buildings during school hours as a security measure. In 2003-08, 81.5 percent of schools employed that method, compared with 88.2 percent in 2011-12. Nearly two-thirds of schools also report using security cameras, compared with just under one-third in 2003-04. More than one-quarter of schools also reported having security staff present on campus routinely carrying a firearm.

"Certain practices, such as locking or monitoring doors or gates, are intended to limit or control access to school campuses, while others, such as the use of metal detectors and security cameras, are intended to monitor or restrict students’ and visitors’ behavior on campus," the report says.

The percentage of students who say they have observed certain security measures at their schools has also increased. In 2011, about 77 percent of students between the ages of 12 and 18 said they observed one or more security cameras in the school, compared with about 48 percent in 2003. Nearly two-thirds said they noticed locked entrance or exit doors during the day in 2011, compared with just more than half in 2003.

"For parents, school staff, and policymakers to effectively address school crime, they need an accurate understanding of the extent, nature, and context of the problem," the report says. "However, it is difficult to gauge the scope of crime and violence in schools given the large amount of attention devoted to isolated incidents of extreme school violence."


How Much Did Things Cost in 1952?

While costs in 1952 would have varied depending on location, the average cost of a home was $9,050, a gallon of gas was 20 cents, the average price of a new car was $1,700, the average rent per month was $80 and a pound of hamburger cost about 53 cents. The People History offers these average costs for these mainstream items in USD.

The People History states that the average wage in 1952 was $3,400. By 1952, about three in five houses owned a car, two in three owned a telephone and one in three owned a television. Multpl.com notes that the Gross Domestic Product for the United States in December 1952 was $2.53 trillion compared to $15.99 trillion in June 2014.

There were a few major inventions during the year 1952, including the microwave oven. According to Baby Boomers, the first microwave oven was about the size of a refrigerator and cost over $1,200.00. Other inventions included the polio vaccine and the first contraceptive pill. The People History records the development of the world's first passenger jet, The Comet, as well as the first hydrogen bomb, code named "Mike". A smaller invention in 1952 was the installation of the first "Don't Walk" sign in New York City.

Major Works

In 1880, James was hired to write a book on the emerging field of psychology. He took ten years to write one of the early primers on the subject, The Principles of Psychology (1890). The book influenced such other leading thinkers as Bertrand Russell and John Dewey.

James became more interested in philosophical issues as his career progressed. In 1902, he published The Varieties of Religious Experience, which is considered to be another one of his leading works. Pragmatism (1907) further explored his philosophical beliefs.

A Pluralistic Universe (1909) proved to be his last major work to be published during his lifetime. The following year, he went to his family&aposs summer home in Chocorua, New Hampshire, where he died of heart failure on August 26, 1910.
